Custom bid for services - expression of interest for design & development of g-next - ipp; design & development partner (ddp) to firm up rfp for the design & development of g-next-ipp. the term vendor is being referred as an alternative to design & development partner. the term rfp carries the same meaning as “tender”. the comments are invited from the potential design & development partner having immense experience and expertise in the field of designing engine, transmission, final drive, cooling system, air cleaning system & integrating thereof & eventually developing the integrated power pack which will develop desired power & traction to the vehicle so that vehicle level mobility requirement is achieved. 2. phases of procurement action: the phases in design and development of prototype and establishing the series production of g-next-ipp is enumerated below: i. issue of eoi by efa/avnl for identifying the potential design & development partner for gnext-ipp. ii. firming up the rpf in consultation with all probable & potential design & development partners. efa shall firm up following part of rfp: a. pre-qualification criterion b. technical specification c. technical terms & conditions (technical evaluation criterion) d. commercial terms & conditions (advance & milestones based payment) e. design, development & evaluation of sub-systems f. integration of power-pack g. g-next-ipp evaluation methodology h. intellectual property rights i. any other important terms & conditions, if required iii. issue of draft rfp to all potential design & development partners who responded to eoi for seeking their final comments. while firming up the rfp, formal meetings shall be arranged physically & through vc. 4 iv. issue of limited rfp to those who have responded to eoi. this implies that this eoi is committal in nature & rfp shall be issued only to those who responded to eoi & actively participated while firming up draft rfp. v. technical evaluation of the offer (s) as per terms & conditions of the rfp. commercial bids of design & development partner (s), qualifying the technical bid shall only be opened and evaluated. vi. commercial evaluation of the bids as per commercial terms & conditions of the rfp & arriving at the lowest offer. vii. placement of contract (supply order) on the techno-commercially accepted & the lowest bid. offer. the l-1 offer shall be determined based on commercial evaluation criterion of rfp..
